ELECTION MONITORING

 

The Election Sub Committee is aiming to work as an Election Watchdog to document and monitor the national election processes at several levels. Towards this, an independent documenter has been appointed to analyse and document any irregularities and to encourage simultaneously the process that would ensure a fair and free election.
In this regard the following terms of reference have been set for the upcoming months.

1. The documenter will monitor statements and policy emerging from The Election Commissioner's office. This is especially with regard to the scope of its work, its functions and a critique of whether the office is promoting the spirit of a fair and free
election AND in the spirit of the law.

2. The Press will be monitored, in particular the main Urdu and English papers. A brief analysis will be attempted with regard to how the press is being used to support campaigns and if this is fair and equal. The documenter will also liaise with journalists.
 
3. The Political Parties will be asked for input and their concerns documented. Also the committee will invite the candidates to clarify their own position on the issue of fair elections.
 
4. The bureaucracy will be monitored with regard to any misuse of government machinery which includes the re-mapping of constituencies and local council bodies.

5. Regular press meetings will be arranged by the subcommittee for PDF.

6. It is hoped that by the time of the national election, there is a healthy amount of data collected from HRCP and other sources for an overall analysis of the 2007-2008 elections.
